Legislation Introduced to Ban Cell Phones in PA Schools
I first read about this on Gates' TipLine.
Pennsylvania legislators introduce bill to ban cell phones in schools. I can't wait to hear the rationale. I just don't believe that parents will supportive of this bill.
The portable telephone has changed the way we do things. It's just too tightly knit into our daily lives.
From House Bill 1245 of 2007:
It will be interesting to see the discussion on this one.10 Section 1. Section 1317.1 of the act of March 10, 1949
11 (P.L.30, No.14), known as the Public School Code of 1949, added
12 December 22, 1989 (P.L.749, No.103), is amended to read:
13 Section 1317.1. Possession of [Telephone Pagers] Electronic
14 Devices Prohibited.--(a) The possession by students of
15 telephone paging devices, commonly referred to as beepers,
16 cellular telephones and portable electronic devices that record
17 or play audio or video material shall be prohibited on school
18 grounds, at school sponsored activities and on buses or other
19 vehicles provided by the school district.
20 (b) The prohibition against beepers and cellular telephones
1 contained in subsection (a) shall not apply in the following
2 cases, provided that the school authorities approve of the
3 presence of the beeper or cellular telephone in each case:
4 (1) A student who is a member of a volunteer fire company,
5 ambulance or rescue squad.
6 (2) A student who has a need for a beeper or cellular

Surely more reasoned thinking will prevail. Are calculators legal in Pennsylvania K-12 classrooms, btw?!
I can see both points of view and have experience which would support the legislation. Several years ago I taught in a large HS (1800+ students)in a affluent town in NC. A convict was being transported from the local courthouse to a jail and somehow escaped about 100 yds from our campus. Needless to say we went into lock-down. We (first responders at the school) were working closely with local police making sure our large open campus was secure. We were relying on cell phones to communicate between us and the police and quickly found out that the local cell towers were overwhelmed with calls from our students. The only way we could communicate with the local police was face to face conversation. The lock-down lasted several hours and until police reinforcements arrived from other local cities our best means of relaying information was a runner on a golfcart. Since that incident I cannot fight against the cell phone ban.
I think banning the cellular telephone in school is pretty interesting and in the same time pretty nasty because people got use withi this devices and it will be something weird if they ban it now.
